If you got this error then yes, it's a server settings problem, contact your host and change the settings, ask them to make sure you also have the permission to create folder.

What is the error you get when you try to upload the theme?
Try to contact your host and make them change the server settings to the one you can find in this article : What To Do If Demo Content Import Fails
I think that should fix the problem.
