I would like to know how to add a news ticker to the top bar. I am using Ditty News ticker, but neither putting the short code or the direct function in the top bar text adds the ticker. I can use a different plugin if necessary, I would just like to add a news ticker to the top bar of my website.

Unfortunately support doesn't cover 3rd party plugin or modifications.
Try to put the shortcode in php like this :
echo do_shortcode([theshortcode]);
