The hero image I have on my homepage is not scaling on mobile. Right now when I look at it on mobile it is a blown up piece of the image, instead of scaling down into the frame.
If you have padding settings set to the row that contains the columns even if you hide the columns the row will show, the padding settings should be set to the columns.

We recommend you to create different content for the mobile.
You can hide the module using the "Responsive settings" Tab when you are editing a module.
The other options is to make different column content :
Go edit your current columns that doesn't show properly on mobile and check this box to make them hidden on mobile

Then create new columns using the content specialized for the mobile and change the columns design options like this :
