I am experiencing site performance issues with the most recent site I have built with Cesis. Overall I have done 5+ sites with Cesis and never experienced this issue.
The site loads really slowly, despite having images optimized, and W3 Total Cache running as an optimization plugin. I haven't done anything special with this site, it's a basic one-page site, so I really don't know what could be the problem.
When I run GTmetrix, I get a couple things, mainly there seems to be a lot of time spent "waiting" when I look at the waterfall diagram.
From what I have read, performance issues like this can be caused by running the site on older MySQL and PHP versions and I do get these notifications when I check the site health status in WP. I am having it checked since I don't have admin access to the hosting settings, but I would anyways like to ask you if you could kindly take a look at it and let me know if there could be some other issues, specifically theme-related.

EDIT: I have fixed some of the "waiting" issues remain
If you used the same host on the other installation then try to contact their support to see what is wrong with your current installation / server settings.

It is probably a "web hosting" issue, bad server or a share server that has a lot of other big / important site on it.
Changing the host will fix the issue :
