Unfortunately we didn't made this concept into a template but it could be made using our theme Cesis.
Though you would need to make the page yourself, but the module need to do something similar already exist ( portfolio / blog masonry, packery module ).

1. We have a support team that can help you if you have issues but we are not going to make the page for you, so it will be advice and how to, but nothing directly.
2. No, unfortunately, the module we have is a blog / portfolio module, you can load new posts but if you want to achieve something like what you are talking about, you will probably need to use a 3rd party plugin, it also depends on if the links are from the WordPress or from external sources.
