I create a new sidebar under Appearance then i go to widget and fill the new sidebar with some text (for example). When i select the new Sidebar in a Page and Update the Page the new sidebar doesn't appear.
By default whatever sidebar i select (None, Sidebar, New Sidebar ecc..) i always see the default Sidebar content in the widget menu.

Can you try to disable all the additional plugin you are using and see if you still have the same problem?
