This is possible, what you can do is remove the row "padding and margin" settings,

Then edit the "Columns" of the row and use the padding you were using for the row for the columns.

Then if you edit the columns you will be able to hide the columns for mobile, this will hide the row.

The other option is to put a custom class or id to the row.

Then add custom css to hide the row ( thefox > styling options ) :

@media only screen and (max-width: 767px) {

.my_class { display:none; }
#my_id { display:none; }

Yes, I mean make the row top and bottom padding margin to 0 of the row you want to hide.

Then edit the column and put the padding you were using for your row to the columns option and set the column to be hidden for mobile, then create a new row and set the column to only be visible for mobile 

Go edit your current columns that doesn't show properly on mobile and check this box to make them hidden on mobile

Then create new columns using the content specialized for the mobile and change the columns design options like this :
