However, another problem is that at the same screen widths, when the content goes beyond the viewport, I am not able to scroll all the way down the page. Once it gets to the footer, it starts acting weird/jumpy: http://davisny2.wpengine.com/contact-us/ (e.g., view this at a resolution of 900w x 800h).
For the double menu we will check the problem and try to provide a quick fix.
For the jumpy / scroll problem, can you please tell us the browser you are using, we tried on the same resolution and didn't have any problem, does you only have the problem on this page?
If you could share us more information about the browser and os version you are using it would help us to find out what is wrong.

The double menu issue has been resolved but we still don't know why your contact page in particular is acting like this, if you could provide us with the content of your page it would be easier for us team to make some test.
It seems to have something to do with the 1035px media queries, combined with the scrollbar width. When the page has a scrollbar, it basically shrinks the viewport by 17px wide.
Essentially, the header isn't working properly between 1036px and 1052px (1035px + 17px = 1052px). Because the scrollbar isn't staying fixed at those widths -- due to the actual viewport width being less than 1035px (when scrollbar is there).
It looks like the menu (header/nav) are showing up twice at:
@media only screen and (min-width: 768px) and (max-width: 1035px)
The main header is showing up at the top, but it's also showing the sticky header below the footer at the same time.
