Replying as I'm also interested in this modification. I can't speak for the OP but I'm interested in changing the order of the header and footer social icons.
Currently this is only possible by modifying the file directly.
We may change the way social icons are sorted from the theme panel using a "Sorter", you would be able to change the order and to select which icon need to be activated or deactivated.
Unfortunately we won't be able to make this update in today update.
If you want more information about how to change the order by modifying the theme file then please tell me which part exactly you would like to modify.
( for header icon, header.php for footer icon footer.php )

I want Facebook to be first, then Twitter, then Instagram, etc. I would like to change the order on top bar and footer as well as Jay suggests.
