I would like to change the written text on top bar such as SIGN IN & JOIN NOW to :

Hello Tech,
You need to edit the header.php file or create a different po file to change the text.
If you do this you should use our child theme.

If you want to be able to use the theme in different language and use the dropdown in the top bar like on our demo you will need the additional plugin WPML : https://wpml.org/purchase/
